日本防災士總會參訪臺中國際NGO中心 深化與臺中防災救災之民間交流

▌Japan Bousaisi Organization visited INGO Center: Deepen the Interaction with Taichung City in terms of Disaster Precautious 
  
今(17)日本防災士全國總會理事長浦野修一行五人來訪臺中國際NGO中心,聽取中心簡報及實地走訪,對於INGO中心留下深刻的印象,未來將有更多國際連結活動。
  
▌Today Chairman of Japan Bousaisi Organization, 浦野修, and his crew visited INGO Center. After they listened to the oral presentation of the introduction of INGO Center, they had a walk around it, saying they would love to have more international events with Taichung, Taiwan.
   
臺中國際NGO中心在規劃之初,即以「災害人道救援」、「民主人權」、「永續發展」、「公衛醫療」及「社會福利」等五大領域為主要目標。光復新村因曾為九二一地震區,且鄰近九二一地震園區,非常適合當做災害人道救援組織的訓練基地。而日本之地理位置及自然環境與臺灣有許多相似之處,亦同屬人口稠密但天然災害頻繁發生之地區,日本的城市災害防救體系,特別是市民社會所發起的「防災士」制度,有值得臺中市參考借鑑之處。
  
▌Initially, INGO Center focuses on the following five topics: “Humanitarian Disaster Relief”, “Democracy and Human Right”, “Sustainable Development”, “Public Health Advancement and Medical Service”, and “Social Welfare”. Because Guang-Fu Village is next to 921 Earthquake Park, it is a great location for disaster relief drill and training. Regarding geographic location and environment, Japan and Taiwan have many similarities. We are both high-populated yet frequently stricken by natural disasters. Japan’s Bousaisi Disaster Relief System founded by ordinary citizens is a great example for Taichung City to reflect on. 
  
浦野修理事長表示「在救災援助的層面上,我們不單單只需要政府的力量;民間的力量也相當重要的。如何讓民間救助力量更加茁壯,希望未來能與臺灣有更多人道救援經驗交流,互助成長。」
  
▌浦野修, the Chairman of Japan Bousaisi Organization, said, “ When it comes to disaster relief, not only do we need the authority of the government, but also the strength of the society. How to strengthen the emergency skills of the ordinary is a key issue. We anticipate that in the future, more interaction and experiences sharing between Taiwan and Japan can benefit the two countries.

日本防災士總會於2002年成立,為日本最大救難型NGO。組織培養之防災士,平時皆在自身工作崗位上,一旦危機發生立即緊急出動。組織推動的精神很重要的觀念認為,當災難來臨時,受災民眾能夠先發揮「自助」與「共助」的緊急應變,以等待政府部門「公助」力量的到來。
INGO中心期盼今日的參訪,將是串起未來連結的起點,災害人道救援議題的交流,會持續在INGO中心捲動著。
   
▌Japan Bousaisi Organization was founded in 2002, the biggest disaster relief NGO in Japan. Usually, Bousaisi, people equipping professional disaster relief knowledge and skills, have their own career. When a natural disaster occurs, they will be dispatched immediately. The core value of theirs is to have citizens to “self-help” and “help-others” while waiting for the aid of the government. INGO Center hopes that today's visiting is the commencement of the sharing of Japan and Taiwan.
